Independent Council Ken Starr has released President Clinton's video testimony to the U.S. Congress. The Starr Report recommended the impeachment of U.S. President Bill Clinton. The primary charges revolve around the relationship the President had with Monica Lewinski. President Clinton's video testimony contains his version of the details of the relationship, as well as being the source for the charges the President now faces as a result of the Starr investigation. President Clinton's video testimony is expected to show a side of the President the public has never seen before. It is also expected to show the testimony which is the basis for the perjury charge.

The office the Independent Council released Ken Starr's Report to Congress on September 9th. The U.S. House of Representatives will vote of September 17th as to if President Clinton's video testimony will be made public. When the vote is complete, and if the decision is yes, the URLs above will link directly to the video.
